    There are a number of fixes that can help you solve your issue:

    1. Clear Steam Download Cache

    To do so follow the steps below:
    • Open Steam on PC or Laptop.
    • Click on “Steam” and then go to the Settings option in the menu shown.

     

    • Then click on Downloads. Now click on Clear Steam Download Cache option. Click on OK to confirm the deleting of the cache.

    Now Restart steam and download a game to check if the issue is fixed.

    2. Run Steam as Administrator

    To do so follow the steps below:
    • Open the Start menu and search for Run or on your keyboard press the Windows Key + R simultaneously. The Run window will open.
    • Now type or copy-paste %ProgramFiles(x86)% in the box and then click on “OK”.

    • Now search for the Steam file and right-click on it and then select Properties from the menu that appears.
    • Now click on “Security Tab” and then click on “Advanced”.
    • Now make sure that the first two rows (Users and SYSTEM) are granted Full Control. Click on Edit to change accordingly and then click on “Ok” to save the changes.

    • Now Run Steam as an Administrator and check if the issue is resolved.

    3. Update Steam or Reinstall it

    It is important to keep all your software’s updates to avoid any issues or errors.

    To do so follow the steps below:
    • Open Steam on PC or Laptop.
    • Click on “Steam” and then go to the Settings option in the menu shown.
    • Click on “Check for Steam Client Updates”. If there are any recent updates available click on it.

    Update Steam or Reinstall it

    • After the update process is completed, restart steam and try downloading a game again to check if your issue is resolved.

    Make sure you safely Uninstall the Steam application from your PC or laptop and then Reinstall the latest updated version from the official website of Steam. Once installed back again, fill in your account login details and try downloading a game to check if the issue is resolved.

    4. Change Download Region of Steam

    To do so follow the steps below:
    • Open Steam on PC or Laptop.
    • Click on “Steam” and then go to the Settings option in the menu shown.
    • In settings, click on the Download Option.
    • Now from the “Download Region” menu, select any other region or most preferably the closest region to your current location. Make sure you save the settings before exiting.

    5. Clear the HTML Cache

    To do so follow the steps below:
    • Click on the Start menu on your desktop and search for Run and select it or press the Windows button + R simultaneously on the keyboard while on the desktop to open the Run application.
    • In the dialogue box type “control” This will open the Control Panel.
    • In the Control Panel, in the search dialogue box type “Folder Option” and click on it.
    • Click on the View Tab and put a check on the option “Show Hidden files, folders and drivers”.
    • After that click on Apply and then click on OK to save the necessary changes.
    • Again open the Run application by pressing the Windows button + R simultaneously on the keyboard while on desktop. The Run application will pop-up.
    • In the dialogue box type “C:\Users\<Username>\AppData\Local\Steam\htmlcache” . You have to type your windows account username in <Username>.

     

    • Once you reach the cache folder select all steam folders and files and delete them.

    Clear the HTML Cache

    • After deleting again open the Run application by pressing the Windows button + R simultaneously on the keyboard.
    • In the dialogue box, type “steam://flushconfig”. Then press on Ok. A confirmation window will pop-up click on Ok.

    • Now open the Steam application and put in your login details to proceed further and try downloading a game to know if your issue is resolved.

    6. Disable Antivirus Temporary

    Certain Antivirus or Malware software can interfere with the settings of Steam software and cause various unknown issues. Try disabling any Antivirus applications or software temporarily on your PC. Now restart the application and check if your issue is fixed. If not fixed you can start them again.

     NOTE – Every Antivirus software has different settings. Please go through the manual of your Antivirus software before making a change. After the changes are made restart your PC and restart the Steam application to check if the issue is resolved. 

    7. Disable igfxEm Module

    To do so follow the steps below:
    • Right-click on the Windows Taskbar and select Task Manager or press Ctrl + Alt + Del simultaneously on your keyboard and then select Task Manager.
    • Now click on “Steam Client Bootstrapper” and then click on “End Task”.

    • Next click on the “Details” Tab.
    • Now find and click on the process called as “igfxem Module”.
    • Then click on “End Task”.

    Now Reboot Steam and check if your issue is resolved.
